North America is characterised by early adopters of digital governance.

The United States and Canada both have a rich ecosystem of agencies and offices that support digital transformation efforts.

They first launched their flagship digital government programmes in the 1990s.

And for several years, the UN’s E-Government Development Index consistently ranked them in the global top ten.

While in both countries, the federal government is the decision-maker, local policies and strategies are driven by state and provincial governments.

That’s why progress has visible at each level of government.

However, more efforts are needed in this direction in a bid to eliminate duplication so that different agencies can benefit from centralised coordination.
