The need to address the food security challenge in #Nigeria has become more pronounced with the current volatility in the global oil and commodity markets, which have reduced the government’s capacity to subsidise the cost of agricultural inputs.
Against this background, the Federal Government is utilising #digitaltechnology to boost agricultural growth and assure food security in the country.
Mohammad Abubakar – the Minister of Agriculture and Rural Development – said that “The utilisation of Standard Operating Procedures (SOPs) will significantly bring about an effective system of service delivery not only in the Ministry of Agriculture but service-wide.”
SOPs are globally recognised guides that provide instructions compiled to assist all public institutions.
It looks like Nigeria is on the right track to reducing errors and increasing productivity.

UAE: TDRA is recognised as the first government entity providing cloud services
The Telecommunications and Digital Government Regulatory Authority (TDRA) has been accredited by VMware to become the first entity to provide sovereign cloud services in the region.
VMware is a leading company in cloud computing and virtualisation technology.
The accreditation means that #TDRA has met several standards such as data integration, independence, security, analytics and innovation.
The adoption of the sovereign cloud will contribute to the development of cloud services at the government level, improving access and efficiency to government services.
This step will surely enhance the use of digital services in the UAE region.

UK: The importance of digital transformation in making health and social care services sustainable in the long term
While every year, thousands of lives are saved due to innovative and groundbreaking healthcare, the NHS cannot ignore the fact that the kingdom needs to have the right digital foundations in place.

#Thailand has finally launched its all-in-one public services app
Recently, government officials in Thailand signed a Memorandum of Understanding (MOU) for the Application dubbed “Tang Raat.”
According to the Minister Attached to the Office of the Prime Minister – Anucha Nakasai- this smartphone application is part of a 20-year national program to make essential government services available to all Thai people via the One Stop Service (OSS) network.
This effort enables the comprehensive and smooth delivery of all public services, as well as the realisation of Thailand’s digital government, which is prepared for a post-pandemic world and impending problems.

The four pillars of public sector digitalisation that make for success
#Digitalisation has already changed the way we live and work.
However, its impact on #publicsector organisations was limited until the pandemic proved there was no other way but to go forward at light speed.
As digitalisation becomes more important in the public sector, information technology (IT) systems need to be even more secure and reliable than before to handle the resulting volumes of data and the number of users.

Digital Counties 2022: winners for innovation and collaboration
This year’s winners in the Center for Digital Government’s Digital Counties Survey in the US are those who have utilised obstacles as opportunities to learn, invest, and connect.
With everything that has happened since the beginning of the pandemic, investments and strategies in broadband technology and cybersecurity have been fundamental.
The 2022 first-place winners for their respective population categories are:
- Nevada County in California for the 150’000 population category
- Arlington County in Virginia, for up to 249’999 population
- Placer County in California for up to 499’999 population category
- Prince George’s County in Maryland, for up to 999’999 population category
- King County, in Washington, for the above 1 million population category
They have all successfully reimagined traditional strategies and propelled their technology approaches toward the future.

China seeks to boost digital government construction
#China has drafted a digital government plan through to 2035, as it aims to improve the governance of the world’s most populous country through digital technologies.
By 2025, the country wants to improve the top-level design and coordination mechanism of a digital government that matches the modernisation of the national governance system.
By 2035, it will have established a digital government that is coordinated, intelligent, open, transparent – and most importantly – inclusive.
By improving the effectiveness of the digital government, China will better stimulate its digital economy, optimise the digital environment and create a stable digital ecology.

Albania shuts down digital public services after a cyberattack
Following a synchronised cyber attack from outside the nation, the Albanian National Agency for Information Society (AKSHI) has been obliged to shut down online public services and government websites.
The shutdown has affected the governmental websites of Parliament and the Prime Minister’s Office, as well as e-Albania—the government portal where citizens can access public services.
This is not the first cyber attack against the small country, as in 18 months, Albania has been rocked by several data security and privacy breaches.
In January 2022, the #Albaniangovernment signed an agreement with the US company Jones International to reinforce the country’s digital security systems.
However, the government should probably also focus on training and educating its employees on how to stay cautious against cyber threats.

Australian governments need to focus more on digital inclusion
According to a new study, while more individuals are adopting digital channels to access government services, many people are at risk of being left behind — increasing their social and economic disadvantage.
One-third of citizens feel left behind by technology compared to about one quarter in June 2020.
Moreover, more than one in ten Australians feel extremely excluded, translating to around 2.8 million people.
This makes it one of the most pressing issues that need to be addressed.
The #Australiangovernment has made great strides in innovating services, and now, public agencies need to join forces through digital inclusion strategies so that all citizens can reap the benefits.

The French government's new digital portfolio sparks uncertainties
Although tech companies welcomed France’s “super economy ministry,” the absence of a successor to Secretary of State Cédric O has generated uncertainty over whether or not such an appointment will be made.
From 2019 until 2022, Cédric O served as Secretary of State for the Digital Economy in the cabinets of former Prime Ministers Édouard Philippe and Jean Castex.
According to #IT stakeholders, Cédric O proven to be an excellent contact point within the country’s #digitalecosystem, and they hope he will be replaced.
However, the question of whether to create a full-fledged ministry of digital affairs or appoint a “mere” secretary of state has still remained unaddressed.

How has digital governance strengthened Mongolia's democracy?
In 2021, #Mongolia introduced its first-ever e-government services, known as E-Mongolia.
It was the pandemic that forced Mongolian policymakers to take their government online.
As of May 2022, E-Mongolia had digitalized over 500 public services, enrolled nearly 2 million users, and successfully delivered over 6 million services.
Apart from that, it looks like digital transformation has strengthened democratic institutions.
In addition to making it easier for citizens to participate in #government processes online, it also allows governments to become more transparent by providing more information about their activities online than ever before – including budget data, performance reports and other important documents.
This makes it easier for citizens to track how their government spends taxpayer money and hold officials accountable when they fail to meet basic standards of transparency.

Vietnam will remove bottlenecks from digital government operations
Despite encouraging results in #digitaltransformation efforts in the country, there are still many bottlenecks that have to be addressed.
That’s why several entities have been entrusted with preparing infrastructure and meeting cyber security requirements in order to connect national databases.
According to reports, they have been told to make use of quality data to deliver #online #publicservices.
By September, ministries and agencies must increase service capacity and quality while also expanding connection, monitoring, and access control over data transmission networks.
Agencies will also be encouraged to expand IPv6 adoption efforts, work on information systems, and develop a shared digital technology network.

In the digital age, #government agencies primarily establish trust with citizens by creating clever and informative websites and social media accounts.
However, bad actors can take advantage of improperly secured content to damage the reputations of government agencies.
Such abuse has serious consequences for governments, agencies, and citizens.
That’s why governments need to focus more on providing secure digital documents.
This way, they can significantly reduce fraud, waste and abuse across government by making it easier for government agencies to verify identities and share information.
They also protect privacy by keeping personal information private while allowing individuals to control what is shared with whom.

Sheikh Mohammed launches a higher committee to develop Dubai Metaverse Strategy
The higher committee, led by #Dubai Crown Prince Sheikh Hamdan, will oversee all future technical advances in the emirate and work to strengthen Dubai’s position as a worldwide centre for innovative metaverse technologies.
In an effort to remain a global hub for upcoming #metaverse technology, Sheikh Mohammed bin Rashid Al Maktoum has ordered his committee to develop the Dubai Metaverse Strategy within the next two months.
Back in March 2022, the Dubai Municipality announced intentions to collaborate with private sector firms and investors to develop One Human Reality, a future, human-centred version of the city in the metaverse.

How can the government create a great digital citizen experience for Australians?
The 2022 Digital Citizen Survey shows that Australians have a strong appetite for digital government services.
According to the study, 92% of the 5,000+ respondents said they would definitely use additional #digitalgovernment services.
If #governments want to increase digital services, they should concentrate on the user experience.
Financial incentives or more service offerings won’t necessarily drive new #digitalusers.
But making services easier to access, simpler to understand, and saving citizens time will drive up usage, especially when it comes to healthcare services.
The survey showed that people are three times more likely to use digital health services compared to other services.

India's government ID app DigiLocker can now be accessed through WhatsApp
This will enable Indian citizens and residents to use the MyGov Helpdesk on WhatsApp to access their #DigiLocker, which stores passports, driver’s licenses, insurance documents, voter ID cards and related documents.
DigiLocker, in addition to its signature feature of storing government-issued documents, also allows users to verify their identity by consenting to government agencies querying credential issuers about their data.
Meanwhile, #MyGov Helpdesk is a chatbot created by the government for #publicservices and is expected to become a larger administrative support system for government services and resources.

The Digital Services Act Will Strip EU Citizens Of Online Privacy, Expert Says
One month ago, after a 16-hour marathon session, European Parliament negotiators and government representatives have reached an agreement on a new EU Digital Services Act.
The Digital Services Act is a piece of legislation that aims to make it easier for European citizens to access the internet.
However, experts are disappointed with the outcomes because, according to them, the Parliament failed to protect the people’s rights online.
According to Pirate Party MEP Patrick Breyer, “Industry and government interests have unfortunately prevailed over digital civil liberties.”
Marcel Kolaja – a Czech Pirate, Member and Quaestor of the European Parliament – is also disappointed, claiming that the Parliament wasted a great opportunity to make the internet user-friendly for European citizens.

#Estonia's embrace of digital citizenship is a model for other countries seeking to improve their digital landscape
Many global democracies are still undecided about whether it would be best to allow their citizens to vote online.
But Estonians have been able to vote online since 2005. The country has fully embraced online services, offering everything from healthcare registries to banking services through its e-residency program.
In many ways, Estonia has become a model for how countries can leverage #technology to create greater transparency, accountability and participation in government.
The nation’s embrace of digital citizenship has led to a number of firsts that have changed the way we think about identity, data management, cybersecurity and blockchain.

#India will open and launch a network for digital commerce in five cities
The Open Network for Digital Commerce (ONDC) is a government-backed initiative to promote an open platform for trade.
This network aims to improve pricing and inventory management and optimise the delivery cost.
The #ONDC allows merchants to join a direct commerce network through the use of compatible applications and devices, allowing consumers to have more choice in their purchases.

Mongolia is about to go digital. Estonia is going to help
e-Governance Academy — a non-profit group in Estonia that works to help governments make the transition to digital governance — has recently announced plans to work with Mongolia’s Ministry of Digital Development and Communications.
The agreement between the two countries will entail:
teaching and advising Mongolian civil servants on digital skills
exchanging experience
building the capacity for IT and communications professionals
cybersecurity capacity-building
and supporting the development of digital strategies
However, this isn’t the first collaboration between these countries.
In 2020, “The e-Governance Academy” helped Mongolia to develop its e-government policies and assisted in improving the interoperability of public databases.

#USA: The GSA strategic plan will empower digital government
The General Services Administration (GSA) is an independent federal agency that manages and supports the basic functioning of federal agencies.
This agency has lately identified digital government as a top priority of its five-year strategic plan.
By doing this, it aims to rebuild public trust in federal agencies damaged by ailing, outdated systems and public mistrust stoked by inequalities highlighted by the pandemic.
To deliver more trusted, accessible, and user-centred technologies to federal agencies, in fiscal years 2022-26, the #GSA wants to continue modernizing government #IT through a combination of internal IT transformation services and external private-sector partnerships.

The digital age is finally reaching China's Pacific coast as the East-to-West digital transformation becomes a reality
China has been working hard to make its #digitaltransformation a reality, and the eastern part of the country is leading the way, thanks to its more developed transportation infrastructure.
To help bring modern technology to the nation’s western regions and take advantage of their natural resources, China called for investment in digital industries in these areas.
After the government’s call for an east-west data computing project, telecom operators in #China are building more low-carbon facilities and ramping up their computing power.
One major national initiative is to establish more data centres in Western China — this could improve the imbalance of digital infrastructure and maximize the value of data as a production element, experts note.

Digital Services Coalition (DSC) sets goals to help government improve 'Digital Maturity'
#DSC is an organization of small- and medium-sized businesses that are working with the government to use agile processes in their contracting.
DSC’s first strategic priorities and goals for 2022–2025 focus on a shared language for digital services and digital transformation, as well as new tools and technology to support the DSC community.
Some of the strategy’s key goals for the next several years include:
To enhance awareness in the digital transformation market
To promote conversation and decisions about best practices
To contribute educational content and programmes to the ecosystem
To encourage diversity and inclusion in recruiting procedures

The Indian government has been encouraging banks to bring digital banking to rural areas so that the benefits of these innovative services reach every citizen.
For this reason, the Finance Minister will set up 75 Digital Banking Units in 75 Districts around the country.

New report: Online court records can cause adverse effects
#Digitisation is coming to the #courts.
This will revolutionise how legal cases are handled by automating certain civil cases, like divorce and bankruptcy.
However, there is a downside: many don’t have access to technology.
A new report—called “Cut Off From the Courthouse: How the Digital Divide Impacts Access to Justice and Civic Engagement”—found that online court processes can leave lower-income people at the other end of the digital divide.
Digital literacy is becoming more critical as we become more reliant on digital devices to connect with the government.

NSW, Australia, will pilot its digital identity verification for government services
Soon, the Australian state of New South Wales residents may be able to verify their identity online from anywhere for government services.
Customers will have increased access to government services, particularly those with disabilities, those who are short on time, and those who live in rural or remote regions who are unable or have trouble visiting Service #NSW centres.
The impending identity verification service comes months after NSW sought suppliers to develop two new digital identification systems.
The new pilot identity verification service will be available on an opt-in basis, meaning it will not be mandatory for users to participate.
Users must also provide ongoing consent for the service for it to be used.

The majority of cyberattacks happen without warning
They are pointed at specific nations, but their effects can be felt across industries, data and even borders.
Yet most solutions to tackle #cybercrime fall into one of two camps: the government or the private sector. This binary approach is insufficient to emulate the complexity of attackers.
Nor does it properly analyse the value that the private sector can bring to this fight when empowered by #governments.
In fact, defending against an attack successfully means building trust and collaboration across these channels for long-term solutions that unite all stakeholders in this vital domain.

Saudi Arabia: 120 government bodies are in digital training
Staff from 120 #Saudigovernment agencies have been trained on how to increase the quality of digital content and website rankings in search engines.
The Saudi Digital Government Authority, in conjunction with the Ministry of Information, hosted five workshops over three months as part of Vision 2030 initiatives to enhance #digitalisation throughout the Kingdom.
The training was specially designed to improve the technical and quality standards of website pages, as well as to implement proper SEO strategies and increase the number of visits to government websites.

However, sometimes talking about change is not that easy.
That’s why a new paper from the University at Albany, SUNY‘s Center for Technology in Government provides useful ideas and techniques for explaining the benefits and feasibility of digital transformation to public-sector officials.
In a sense, it means rethinking how you work, looking beyond organisational boundaries — and maybe even redefining the mission.

The India-UAE #CEPA includes provisions for digital trade and government procurement
Even though #India is opposed to e-commerce being included in World Trade Organization (WTO) discussions, the recently signed India-UAE Comprehensive Economic Partnership Agreement (CEPA) includes an entire chapter on digital trade.
It also includes a chapter on government procurement, another area where the government has been highly cautious.
While business groups and exporters have expressed satisfaction with the conclusion, analysts caution that India’s concessions to the #UAE may make future trade discussions more difficult.
They believe that this agreement will make it difficult to prevent some occurring issues from coming up in the other #FTA negotiations.

The USA should build on recent efforts to create an open and transparent digital government
The use of the Internet for government service delivery continues to grow, and millions of Americans now interact with federal agencies online. At the same time, the government has expanded its role in providing free online access to public information – thus entering an exciting new era for digital government. However, it is critical that federal agencies coordinate around common goals and initiatives with private sector partners and state and local governments. It’s also challenging for agencies to deliver results by setting clear goals in five areas: customer service, operations, data transparency, human capital, and acquisition. There is still much work to be done in building an open and transparent digital government that can better serve American citizens and that utilises technology for greater efficiency and transparency.

Abu Dhabi: TAMM has rolled out the second edition of its Bug Bounty Hunter challenge
The Abu Dhabi Government Services Ecosystem (TAMM) has started the second edition of its Bug Bounty Hunter competition, which allows its app users to report any bugs they encounter while using the app to do government business. To make it easier for app users to participate in the challenge, TAMM created the ‘Shake It’ feature, which allows users to report any bugs they encounter while using the app. More than 500 thousand people took part in the inaugural edition of the challenge, which resulted in the discovery and elimination of 756 distinct bugs. After successfully identifying the greatest number of digital bugs in the program, five winners were chosen.

A €239 million investment is being made to create data laboratories in each ministry and the Chancellery, increasing the federal government’s capacity.
To be successful, these data labs must be integrated into an already established network of ministry data teams, statistical offices, technical services agencies, and government-funded research institutes.
However, this raises concerns about how to best organise the various roles of data analysis in a complex government bureaucracy.
Unfortunately, Germany falls below average in worldwide rankings of digitisation compared to other affluent nations.
Despite billions of euros in expenditure, it has been rightly criticised for insufficient progress.

The future of medicine will be shaped by a digital pathological ecosystem and artificial intelligence
An increasing number of cancer cases are being diagnosed via biopsies, and most of those samples are then stored in the form of glass slides.
These slides contain vital information about the patient’s tumour.
Still, it’s all hidden away in the basement of their doctor’s office or hospital, where it is impossible to share with other doctors.
Within pathology, #AI approaches strive to solve these challenges, expanding on the data-driven revolution and digitalisation of workflows.
As AI advances, it will be able to do far more difficult jobs with accuracy unequalled by the human eye.
The best part is that it will achieve this in a way that augments – rather than replaces – established workflows, allowing specialists to apply their knowledge in new ways.

This has left them ill-equipped to deal with the issues that arise from this transformation and ultimately unable to create the best environment for their citizens or meet their needs.
As a result, disjointed approaches are adopted across government departments, which can be detrimental to overall outcomes and strategy.
At the heart of this fragmented approach is a misunderstanding of what #digitaltransformation actually means.

#UAE: Driving licences will be delivered by drones
The government of the United Arab Emirates intends to use drones to deliver some papers and documents, including citizens’ Emirates identity cards (EID), driving licences, and other documents.
UAE’s love of high-technology gadgets and its display of wealth can be seen in this, the country’s highly advanced drone project.
However, a six-month test period will determine how well the new delivery drones will operate in Dubai before the program is introduced to the rest of the UAE within a year.

Eight countries have agreed on a set of common principles for #digitalidentity
The above mentioned countries are Australia, Canada, Finland, Israel, New Zealand, Singapore, the Netherlands, and the United Kingdom.
In 2020, they came together to create the digital identity working group (DIWG), where they discussed ways to make digital identity a key component of the global #digitaltrade and travel ecosystem.
The #DIWG announced a set of principles that seek to define elements and best practices for mutual recognition and interoperability of digital identity infrastructures.
These principles include:

Strong collaboration is key to protecting Canadian's digital identities

In the public sector, we are seeing the rise of what I call “hybrid government” — the ability to combine data, use artificial intelligence and machine learning to improve the quality of services while also improving security and privacy.
There is an increasing push for governments to become more digital, with many exploring blockchain applications that could improve public records management.
I believe that blockchain can help address some of these challenges and increase efficiency and transparency in ways that will contribute to a more efficient and secure environment for delivering #governmentservices.

Singapore's government is adding mobile driver's licenses to its digital ID platform
As part of a plan to make it easier for Singaporeans to use digital services, the government has announced that it will add more digital ID cards to the Singpass digital government platform and expand its payment wallet service.
The SNDGG, a government agency, says that from the beginning of April, Singpass #digitalID app users with valid CorpPass accounts can see their company profiles and information.
Corppass is the authorization system to give access to digital services, enabling employees to carry out corporate operations with the government.
Meanwhile, the Singaporean government plans to issue digital driver’s licenses that will include more information about drivers than physical licenses do.

#UAE leads the Arab World in the #digital transition
More than 300 senior government officials, CIOs, IT experts, and ICT firms from different came together in February in Dubai to discuss how to unlock a $3 trillion open-data economy.
This comes at a time when the UAE leads the Arab world in digital innovation, as shown by its high ranking in the UN’s Online Service Index.
Governments that participated in that conference are turning their attention to the data they collect in order to make more informed decisions about how best to lead their country.
Saudi Arabia at the same time continues working toward becoming one of the top ten digital countries by 2030.
It ranked 43 in the United Nations EDGI Report in 2021, but it is aiming to improve its ranking to 38 this year.

According to Turki Almana the executive director of investment at the Kingdom’s Digital Government Authority, Saudi’s spending on digital transformation has hit $3.19 billion a year.

#India: The government will hold off on mandating farmer enrolment in digital agri ecosystem
The Union government has delayed its decision to make it mandatory for farmers to enrol in a system that connects farmers, farm service companies, and cultivators.
This decision comes after privacy concerns expressed by farming unions.
Thus, the #government is currently in discussions with experts to consider how farmers’ data can be stored on a #digitalinfrastructure that will hold records such as land ownership and farm yields – potentially worth thousands of crores of rupees.
In a bid to transition from an economy dependent on subsidies, India’s government wants to move toward a fully market-driven digital farm economy.
For this reason, in a move to help the government plan better, raise farmers’ incomes, and bring efficiency to the agriculture sector, it will provide incentives for agriculture.

#DSA teams with the #UK gov' to advance #digitalinclusion
The Dynamic Spectrum Alliance has partnered with the UK’s Digital Access Programme to co-fund news projects promoting digital inclusion in Brazil, Indonesia, Kenya, Nigeria, and South Africa.
The Digital Access Programme was developed by the UK’s Foreign, Commonwealth and Development Office in collaboration with the DCMS Department.
The programme will use each department’s respective network to help bring #digitalaccess to more people worldwide.
In the end, it will build the foundation for #ICT regulators in these countries to incentivise innovative and flexible spectrum frameworks.

#Australia: States and territories agree on a national #digitalidentity system
According to the country’s digital and data ministers, Australians should soon be able to verify their identity online when accessing government services.
The government has been accepting public feedback on legislation that will oversee the Australian Government Digital Identity System, but it has not yet introduced this legislation.
Digital and data ministers met this week to discuss a new national #IT system and agreed that it would be a priority for 2022.
They also agreed to boost how their government departments work together on ICT procurement in order to find cost efficiency and better services delivery.

#UAE: New platform launched to verify official #digitaldocuments
The Telecommunications and Digital Government Regulatory Authority (TDRA) announced the “UAE Verify” platform launch.
That is a system that allows government bodies and private entities to verify the authenticity of digital documents without the need for hard copies or true copies.
The “UAE Verify” platform uses blockchain technology to create a shared ledger for recording the history of financial transactions, contracts, and different documents.
This technology allows users to convert their original documents into digital authenticated records with privacy and security in mind.

Top job application tips for public servants to land #digitalroles in government
In a Twitter thread, British civil servant Harry Vos shared his advice on getting an interview at the UK Government Digital Service (GDS).
The top tip he had was “to make it as easy as possible for the sifters to score you as high as possible”.
He said that when sifting through the applications, recruiters look for candidates who have the skills needed for the job, and they might take up to 1-3 minutes to read each application.
He also recommended that job-seekers include a cover letter when applying for jobs, with subheadings matching the position’s bullet points to help sifters identify their skills.

#Ontario: the Minister of Digital Government encourages local governments to collaborate with the province
After the pandemic, Ontario and its municipalities must work together to “build back better”, says Kaleed Rasheed, Ontario’s Associate Minister of Digital Government.
Through collaboration, he says the public sector can “build more convenient, reliable #government, saving time and money for the people of Ontario.”
Rasheed listed several provincial initiatives aimed at helping municipalities digitally transform their services.
The new Streamline Development Approval Fund, the Municipal Modernization Program, and other initiatives are among the government’s efforts to accelerate digitalisation.
Last week, the Ontario government announced a $45 million fund to eliminate bureaucracy in the application-appraisal process for anyone building new homes.

Pakistan: NADRA will convert ID cards into digital wallets
The National Database and Registration Authority (Nadra) is turning the computerised national identity cards into digital wallets as part of the government’s Digital Pakistan vision.
An update to an already existing app is likely to be made available later this year.
According to NADRA’s chief Tariq Malik, “75,000 overseas Pakistanis have processed their national ID card from the comfort of their homes by using the app.”
With the lunch of this app, Pakistan is the first country to implement contactless biometric acquisition and verification using smartphone cameras.

United Nations report: #Africa shows encouraging growth in e-services
The United Nations’ latest E-Government Survey notes that governments worldwide are expanding their efforts in #digitaltransformation.
However, one region that is showing more growth is the African continent.
The number of countries in Africa with low e-government development index (EGDI) values dropped from 26 in 2016 to only seven in 2020 (Mauritius, Seychelles, South Africa and Tunisia)
But, not many African countries boast very high EGDI values (Mauritius, Seychelles, South Africa and Tunisia), while in Europe, 33 countries have ‘very high’ EGDI values, and in Asia 15.
The African governments’ efforts in digitalisation are bearing fruit.
Most of them have:
expanded e-participation,
delivered e-government as a platform,
used intelligent technologies
adopted data-centric approaches to service delivery and government policy.

The mental health of Canadians remains a concern for the Canadian Government as citizens continue to face the uncertainty and challenges created by COVID-19 and its variants.
To help people manage their mental well-being, Carolyn Bennett, the Minister of Mental Health and addictions, launched the PocketWell app.
Through #PocketWell, people can access various #mentalhealth and well-being tools, such as a self-assessment tool and tracker.
They can also connect with mental health and substance use professionals through their phones.

Inland Revenue #NewZealand: here's how data is key to driving #digitaltransformation
Over the last seven years, Inland Revenue NZ has undergone a NZ$1.3 billion programme to improve its #digitalservices, boost compliance, and save taxpayers’ money.
According to the agency’s 3data and analytics chief Tina MacLean, the digital transformation program focused on “people, platform, process, and policy” at the same time.

Through the intelligent use of the data.
The agency implemented a data intelligence platform and quickly established the operability of the new technology, which was achieved within three months.

Saint Vincent and the Grenadines Government to undergo #digitaltransformation
The government is planning to invest millions in e-governance to bring back the conveniences of using state offices after having been criticised for long lines and slow transaction processes.
Camillo Gonsalves – Minister of Finance, Economic Planning and Information Technology– said a few words.
“The new digitalisation project will enable the digital government, digitise specific priority services, fill infrastructural gaps and place citizens at the centre of the transformation process.”

Estonia's CIO: our country remains a digital leader in Europe
Did you know that #Estonia was the first country to appoint a state-level chief information officer?
Well, setting an IT and security strategy for a company is challenging, but being responsible for an entire country’s digital strategy is an entirely different experience.
Siim Sikkut is the government’s #CIO, whose role is to launch and steer strategic initiatives, set strategy and policies, and regulate in areas of digital government and cybersecurity in the country.

Global report: senior officials lack understanding of #digitalgovernments
New research from Global Government Forum has revealed different barriers to digital transformation shared across governments.
According to the interviews done for the research, most senior public officials do not “fit the bill” of a #digital champion.
Moreover, civil service recruitment and performance management weed out people who could bring these projects to fruition.

#UAE launches a new mobile service that displays identities of private companies
In UAE, the Telecommunications and the Digital Government Regulatory Authority (TDRA) has initiated a new feature that will identify the caller’s name of private companies on their phones.
This will be true both for landlines and mobile phones, even if it’s not saved as a contact.
The new feature will reduce the number of anonymous calls residents receive and provide information about the caller before answering the call.

#UAE: Abu Dhabi will issue digital birth certificates for newborns
As part of their ongoing #digitaltransformation efforts and in collaboration with the Abu Dhabi Government Services platform (TAMM), the Department of Health has announced that birth certificates for newborns can now be issued digitally through “TAMM”.
Following childbirth, the newborn’s parents will receive a notification from the healthcare facility.
They will then be prompted to log in and upload the required documents so they can receive a digital copy of their baby’s birth certificate.
The new #digitalsystem has been effective as of December 30, 2021, and applies to newborns across the emirate.
This is only one of the new services that will be added to the platform.

#Ethiopia & #Malaysia plan for digital identity upgrades to improve service accessibility

Saudi Arabia: one of the best progressing countries in #digitalgovernment
According to the World Digital Government Rankings Survey 2021, Saudi Arabia has climbed 23 ranks and is now considered one of the best progressing countries in the field of digital government.
The most recent survey of the 64-country index, issued by the Institute of digital government at #Waseda University and the International Academy of CIO, shows that Saudi Arabia ranks 30th in the general index and 11th among G20 countries.

California: Narrowing the #digitaldivide with pandemic benefits
The #COVID-19 pandemic has heightened the need for universal broadband access, so it is difficult for students to attend online classes and for parents to work at home.
The divide is particularly true for the low-income communities and those communities of colour.
Last May, the federal government established the Emergency Broadband Benefit program to help close America’s digital gap.
The program offers a subsidy of up to $50/month toward broadband service for different eligible households.
However, #data shows that the program is not reaching all those who need the help due to different factors such as lack of awareness and the multi-step application process.

#Togo - one of the world's poorest countries - found a better way than many developed countries to activate a stimulus
The Covid-19 pandemic has been a catastrophe claiming millions of lives and plunging millions of others into extreme poverty.
This increase also marked a new high-water mark for government spending on #socialassistance.
A large share of the money was given in the form of cash payments.
While other countries could rely on tax #data and unemployment rolls to make the payments, Togo found a better and smarter way.
A country with about 8 million people took less than two weeks to design and launch an all-digital system.
People with no tax or payroll records were identified, enrolled in the program, and paid without any in-person contact.

France can be a “leader in digital health,” Health Minister Olivier Véran has said, announcing the investment plan to accelerate its national #digitalhealthstrategy.
Most of the budget will be focused on the growth of leadership in research and innovation.
In order to do that, digital health initiatives have been launched to cover a variety of needs, including prevention, teleconsultations, surgical robots, and medical devices that include artificial intelligence.

Charles McHardie AM, the deputy CEO of Services Australia, has recently provided an update on the new enhanced #MyGovplatform.
The service will house #digitalidentity, biometric verification and allow data to be shared across government departments.
Currently, 4 million citizens have created a MyGovID. These citizens have created 82 000 digital identities using #biometrictechnology.

In the country, more than 42 million people have now completed the initial stage of the process for the biometric national identity card (PhilID)

The National Assembly’s Foreign Affairs Committee recently held a seminar, which explored how the #digitaleconomy, including #digitalfinance and banking will be effective in transforming Vietnam’s economy.
According to Deputy Head of the Committee, Nguyen Manh Tien, the digital economy is a globally expanding trend as countries around the world look to increase their efficiency with #informationtechnology.
“However, despite #Vietnam having a good infrastructure, there are still challenges the country needs to overcome” – Tran Thi Lan Huong, the senior public administration expert from the World Bank, said.
At the same time, while Vietnam has made remarkable strides in building its #digitalcapacity; there were still shortcomings in bandwidth, transmission quality, mechanisms and policies.

Here's how #Estonia has managed to create trust in its digital-forward government
The Republic of Estonia is one of the world’s leaders when it comes to offering #digitalpublicservices and is well on its way to becoming a fully #digitalsociety.
Most of its government functions operate online — including health care and voting, and the country is almost entirely cashless.
But, how did it manage to achieve this state? After all, people’s trust is not given.

According to the latest report of the World Bank, “GovTech Maturity Index: The State of Public Sector Digital Transformation”, Brazil is the seventh country with the highest level of maturity in digital government.

Minnesota is among the latest US states to introduce a secure digital option that helps residents provide proof of vaccination against Covid-19.
The #Docket app allows Minnesotans to view and share their immunisation records with local businesses or restaurants and other public venues where the vaccination is required.
It uses two-factor security identification and searches for immunisation records based on a person’s name and date of birth.
These efforts to provide US residents with digital versions of their immunisation records have tripled in recent months as employers and businesses require such proof.
However, those who don’t want to download or use the app can still request proof of their vaccinations from the state (even though it may take weeks.)

#Bangladesh comes up 2nd as the most digitally competitive country in #SouthAsia
The report released by the European Center for Digital Competitiveness by ESCP Business School concluded that Sri Lanka was the top Digital Riser in South Asia, followed by Bangladesh and Nepal.
The report considered two dimensions of #digitalcompetitiveness – a country’s ecosystem and its mindset.
All the data was extracted from the Global Competitiveness Report issued by the World Economic Forum, The World Bank, and the International Telecommunication Union.
Then it analysed and ranked the changes of 137 countries by their digital competitiveness between 2018 and 2020 and highlighted the top three Digital Risers in 137 countries.
Bangladesh’s excellent performance can be explained by the political manifesto of “Digital Bangladesh- Vision 2021”. The government has established more than 5,000 #DigitalCenters to accelerate the digitisation of #publicservices and citizen-centric innovations.
